What Happened From the 2019 Elections to July 18, 2022?
Here are the facts, step by step
Contract Signed
The operation of Ankapark was awarded to Ankapark Turizm İşletmeleri Tic. A.Ş. on October 8, 2018. Under the contract between ABB and the operator, taking security measures and assigning private security personnel was placed under the operator's responsibility. Therefore, officially and legally, ABB could not assign private security personnel to Ankapark.
Security Request Letters
ABB sent official letters on April 1, June 4, and September 7, 2020 requesting security assignment to the storage area and prevention of unauthorized material exits to protect public assets.
Contract Terminated
Due to Ankapark Turizm İşletmeleri Tic. A.Ş. failing to fulfill its legal obligations, the contract was terminated.
Application for Security Approval
To prevent public financial loss, ABB requested "private security authorization" from the Ankara Governorship on October 16, 2020 following Presidential Approval on October 14, 2020.
Measures Taken Without Permission
Despite being denied security permits, ABB assigned fixed personnel 24/7 at 6 entry-exit points to prevent public loss. Outer perimeter security was maintained through constant patrols around Ankapark.
Moreover, these measures were implemented at risk of legal and financial liability to prevent loss of public assets without formal permits.
Until formal security authorization was granted on August 28, 2022, all theft incidents were officially recorded and reported to law enforcement.
Post-Handover Process
Judicial decisions and official handover stages
Following the termination of the operator's contract, ABB initiated judicial proceedings.
The court ruled for the eviction of the operator company from Ankapark.
Official handover of Ankapark was completed to Ankara Metropolitan Municipality.
Security Measures Taken After Handover of Ankapark
ABB re-applied for private security authorization. With the permit dated August 25, 2022, a total of 200 private security personnel (184 unarmed, 16 armed) were assigned.
